Supporting Units through Really Great Elections

We hope these SURGE resources will help your chapter and lodge develop a close connection with your LDS Scouts and successfully provide them with life-long skills and opportunities.
SURGE is a program developed by Section W-2W that includes lodges in Utah, Idaho, and Wyoming. SURGE is specifically designed for outreach to troops, ships and crews that have LDS Scouts.

Why SURGE? Units in areas with large numbers of LDS Scouts may have lower than normal participation in Scouting’s National Honor Society, the Order of the Arrow, especially as the LDS Church will no longer charter units beginning in 2020. Unit election teams are lacking the proper training and leave a poor first impression. If the unit election team does not provide an engaging election experience, newly elected Scouts may not complete the induction process or be fully activated in the OA.

SURGE is a resource to help you develop a relationship with your LDS Scouts, parents, and leaders. When following theses resources, it is our hope that elections that will result in a large number of LDS Scouts being inducted and participating in the Order of the Arrow’s engaging programs.

A unit election video designed to be shown at a troop, ship or crew election is available on YouTube at https://youtu.be/McIazHWSZZ4. It can also be shown to Scoutmasters, parents, leaders, at roundtables and at council relationships committee meetings. The “how to” document that comes with the video should help you understand how to develop relationships with LDS Scouts, unit leaders and the LDS Eagle Scouts you will find in every council.

The SURGE Recognition Device

The Order of the Arrow is the National Honor Society of the Boy Scouts of America. The Order’s first purpose is to recognize those Scouts who are chosen by their peers who best exemplify the Scout Oath and Law in their daily life. Through this recognition, the Order causes others to conduct themselves in a way that warrants similar recognition.

SURGE stands for Supporting Units through Really Great Elections. The SURGE initiative was developed by Section W2W that includes lodges in Utah, Idaho and Wyoming. SURGE is designed for outreach to units that have LDS Scouts. The SURGE team provides best practices for Lodges that want to develop relationships with their LDS Scouts, have unit elections that increase the number of LDS Scouts that have an opportunity to participate in the Order of the Arrow. The SURGE recognition device for Arrowmen is intended to increase the number of LDS Scouts that are elected and complete the induction process becoming lifetime members of the Order of the Arrow, Scouting’s National Honor Society.

The LDS-BSA Relationships Office of the Boy Scouts of America in cooperation with the Order of the Arrow Western Region Committee and the SURGE Team will proudly provide the SURGE Recognition Device to Arrowmen who complete the requirements. 

There are two ways to earn the SURGE recognition device. 

The first way is for LDS Scouts that are elected by their unit. LDS Scouts must complete the induction process and become an Ordeal member of the Order of the Arrow. 

The second way to earn this recognition device is for any Arrowman. As a youth member of an election team you must conduct one or more unit elections in units with LDS Scouts and have five or more of those LDS Scouts who were elected successfully inducted becoming Ordeal members of the Order of the Arrow. 

In units where at least one Scout is elected, the unit may recommend qualified adults, including the Scoutmaster. Adult Arrowmen who want to earn the SURGE recognition device must help conduct one or more unit elections in units where Scouts are elected, and LDS adults are nominated. Three or more of those LDS adults nominated must be successfully inducted becoming Ordeal members of the Order of the Arrow. Arrowmen may earn the SURGE recognition over a period of two years or until three LDS adults have been nominated and inducted.

Youth Arrowmen are expected to encourage and communicate with the youth that are elected and adult Arrowmen with the adults that are nominated until they have completed the induction process. 

This recognition will be available for elections and inductions during 2020 and 2021 or until the supply of the SURGE recognition device is depleted. All requests to receive the recognition must be submitted by March 1, 2022.
